- Hon'ble Minister for Finance and Human Resources Management, Government of Tamil Nadu during the Budget Speech in the Legislative Assembly on 18th March 2022 has announced this scheme.

“Recognizing that the enrolment ratio of girl students from Government schools in higher education is very low and to promote higher education among girls belonging to the economically weaker families, the Moovalur Ramamirtham Ammaiyar Marriage Assistance scheme shall be transformed as the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme. All girl students who studied from Classes 6 to 12 in Government schools,Govt.Aided Schools will be paid Rs.1,000/- per month directly into their bank account till the uninterrupted completion of their undergraduate degree, diploma and ITI courses. The students shall be eligible for this in addition to other scholarships”.
Under This Scheme
- Cash incentive of Rs.1000/month per beneficiary as DBT will be sanctioned till the competition of their first higher education. This will be paid on a monthly basis to all eligible girl students who have studied from 6th 12th Std. in Government schools,Govt Sided Schools.
The girl students availing other scholarships are also eligible to enroll in this scheme.

By providing financial benefits to the girl students, under this programme negotiates a behavioral change in the area of reduction in higher incidences of early marriage and low ratio of enrolment in higher education, and retention of girl students in higher education. Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme therefore envisages empowerment of girls specifically who have passed out from Government schools,Govt.Aided Schools.
- Promotes girl students educational status and instill motivation to pursue higher education giving them better foundation in both economic and social spheres including improving gender parity at higher levels.
- Enables the creation and participation of skilled women workforce.
Incentive benefits of Rs.1,000/- per month per beneficiary, enables girl children to pursue education without incurring additional expenses and hindrances.
- Enable Girl Students to get involved in public spaces and enhance career opportunities.
Ensures Socio-Economic Empowerment of women.
- Prevents drop outs beyond higher secondary and increase the retention ratio in higher education.
தமிழ்ப் புதல்வன் திட்டம்
- தமிழ்நாடு அரசு சட்டமன்றத்தின் நிதிநிலை அறிக்கை உரையின் போது 19.02.2024 அன்று மாண்புமிகு நிதி மற்றும் மனிதவள மேலாண்மை துறை அமைச்சர் அவர்களால், தமிழ்ப்புதல்வன் திட்டம் அறிவிக்கப்பட்டது.

- தமிழ்ப்புதல்வன் திட்டத்தின் கீழ் உயர் கல்வியைத் தொடரும் மாணவர்களுக்கு மாதந்தோறும் ரூ.1,000 உதவித்தொகை வழங்கப்படுகிறது.
- “அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் (தமிழ் வழியில்) பயின்று உயர்கல்வில் மாணவர்களின் சேர்க்கை விகிதம் மிகவும் குறைவாக இருப்பதை உணர்ந்து, பொருளாதாரத்தில் பின்தங்கிய குடும்பத்தைச் சேர்ந்த மாணவர்களின் உயர்கல்வியை மேம்படுத்துவதற்காக, மூவலூர் இராமாமிர்தம் அம்மையார் திருமண உதவித் திட்டம், மூவலூர் ராமாமிர்தம் அம்மையார் உயர்கல்வி உறுதி திட்டமாக மாற்றப்பட்டது. அரசுப் பள்ளிகள் மற்றும் அரசு உதவி பெறும் பள்ளிகளில் (தமிழ் வழியில்) 6 முதல் 12 ஆம் வகுப்பு வரை படித்த அனைத்து மாணவர்களுக்கும் இளங்கலைப் பட்டப்படிப்பு, டிப்ளமோ மற்றும் ஐடிஐ படிப்புகள் தடையின்றி முடிக்கும் வரை மாதந்தோறும் ரூ.1,000/- அவர்களின் வங்கிக் கணக்கில் நேரடியாகச் செலுத்தப்படும். வேறு ஏதேனும் உதவித் தொகை பெற்று வருபவராக இருப்பினும். இத்திட்டத்தில் பயன்பெற தகுதி உடையவராவர் ”.
இத்திட்டத்தின் கீழ்:
- அரசு மற்றும் அரசு உதவிபெறும் பள்ளிகளில் (தமிழ் வழியில்) 6 முதல் 12 ஆம் வகுப்பு வரை படித்த மாணவர்களுக்கு அவர்களின் முதல் உயர்கல்வி படிப்பை முடிக்கும் வரை மாதந்தோறும் ரூ.1000 நேரடி பணபலன் பரிமாற்றம் (DBT) மூலமாக வழங்கப்படும்.
பிற உதவித்தொகைகளைப் பெறும் மாணவர்களும் இந்தத் திட்டத்தில் சேர தகுதியுடையவர்கள்.
அங்கீகரிக்கப்பட்ட நிறுவனங்கள் /கல்லூரிகள் /பல்கலைக்கழகங்களில் உயர்கல்வி பயிலும் ஒரே குடும்பத்தை சார்ந்த அனைத்து மாணவர்களும் தகுதி பெற்றிருப்பினும், இத்திட்டத்தின் கீழ் ஊக்கத்தொகை பெற இயலும்.
தமிழ்ப் புதல்வன் திட்டச் செயல்பாடு 'UMIS' இணையதளத்தின் மூலம் செயல்படுத்தப்படுகிறது மற்றும் மாணவர்கள் UMIS இணையதளத்தின் மூலம் தங்களே விண்ணப்பிக்கலாம்.

மாணவர்கள் தங்களின் முதல் உயர் கல்விப் படிப்பை அங்கீகரிக்கப்பட்ட கல்லூரிகள் அல்லது பல்கலைக்கழகங்களில் மட்டுமே தொடர வேண்டும்.
திட்டத்தின் சிறப்பம்சங்கள்:
- இந்தத் திட்டத்தின் கீழ் மாணவர்களுக்கு நிதிப் பலன்களை வழங்குவதன் மூலம், உயர்கல்வியில் சேரும் மாணவர்களின் குறைந்த சேர்க்கை விகிதம் மற்றும் உயர்கல்வியில் மாணவர்களைத் தக்கவைத்தல் ஆகிய செயல்பாடுகளில் மாற்றத்தை ஏற்படுத்த முடிகிறது. எனவே, மூவலூர் இராமாமிர்தம் அம்மையார் உயர்கல்வி உறுதித் திட்டம் என்பது அரசுப் பள்ளிகள்/ அரசு உதவி பெறும் பள்ளிகளில் தேர்ச்சி பெற்ற மாணவர்கள் அதிகாரம் பெறுதலை எதிர் நோக்கும் திட்டமாகும்.
- மாணவர்களின் கல்வி நிலையை உயர்த்துதல் மற்றும் அனைத்து நிலைகளிலும் பாலின சமத்துவத்தை மேம்படுத்துவது உள்ளிட்ட பொருளாதார மற்றும் சமூக செயலெல்லைகளில் சிறந்த அடித்தளத்தை வழங்குவதன் மூலம் உயர்கல்வியைத் தொடர ஊக்கமளிக்கப்படுகிறது.
திறமையான பணியாளர்களை உருவாக்கிடவும், அவர்களை பணியில் பங்கேற்றிடவும் வழி வகுக்கிறது.
ஒவ்வொரு பயனாளிக்கு மாதத்திற்கு Rs.1,000/- ஊக்கப்பயன் கிடைப்பதனால், கூடுதல் செலவுகள் மற்றும் தடைகள் இன்றி மாணவர்கள் கல்வியைத் தொடர உதவுகிறது.
மாணவர்களுக்கு வாழ்க்கை தொழில் வாய்ப்புகளை அதிகரிப்பதுடன், பொதுநலனில் ஈடுபடும் ஆற்றலை அளிக்கிறது.
ஆண்களுக்கு சமூக-பொருளாதார வலுவூட்டலை உறுதி செய்கிறது.
